INTRODUCTION
1.1 As was accurately noted in the Report of the Uwais Committee on Electoral Reform, the 85-year old history of elections in Nigeria shows a progressive degeneration of outcomes. “Thus, the 2007 elections are believed to be the worst since the first elections held in 1922”.1 The Report continues with the following gloomy observation.
